Cabinet Secretary: Is the Perfect the Enemy of the Good?
 
Is the search for the perfect solution standing in the way of progress on this issue?  The science is difficult, polarized, with many gradations in between. The science has gaps too — we don’t know nearly enough about GHG — though it does seem clear that treatment will release more GHG sooner than will discharge into the deep outfalls.
 
Nonetheless, in the face of all this uncertainty, we need to make progress. Simply waiting for more, better, clearer information simply delays decision making.
 
Do we need to make progress by moving on the standard-based approach as being the best we can do for the moment (not just for political reasons), but hold on to the hope of moving toward something more rational later?
