It is not clear that, in the absence of evidence, an expenditure of $1.2 billion is warranted. There is no evidence-based case for action now.
 
Evidence-based decision making is a very useful framework in which to frame and make decisions in health care. It is also a useful framework for environmental decisions - and should be applied in this case.
