There is the possibility of another option which is the synthesis of Options I, II and III.

 

First: pursue Option I - i.e., carry on, and delay too much real activity until after the 2009 election.

 

At the same time, continue to push on source control (Option III) which makes dealing with the ultimate problem easier, in any event. We also work with the CRD to do a worldwide technology assessment to look for solutions to the new emerging threats, and also look at decentralized approaches that might work here.

 

Lastly, while this is moving forward, IGR should ensure that options are not foreclosed at CCME.
