Let’s look at the options.  Option III is asking us to look way out, toward some kind of ideal, visionary solution that relies more on smaller scale, individualized approaches to the wastewater problem (dis-aggregated, decentralized, local source control approaches) rather than a centralized large-infrastructure solution.

 

The DM Health objected to Option III as implying that individuals could be made responsible for what is a collective infrastructure responsibility.
